Currently, care and management of terminally ill in Ukraine is not regulated by the regulations at both national and regional levels, that negatively affects the quality of medical aid to such patients, especially in the last period of their lives. Current approaches to therapeutic management of such patients and institutions, that provide palliative care, bear imprint of traditional patterns and forms that have developed in the health care system.

Solving the problem of providing medical and social support of terminal patients requires a development of a scientifically-based system of palliative care in Ukraine, that will efficiently reallocate existing resources to ensure their effective use and high quality management of cancer patients and other terminally ill.
